政府はどこまで人質救出に動いたのか? - How Much Effort did Our Goverment Make?

新聞に記録されている首相の日誌で、事態が明るみに出た1月20日までの足跡を辿って、政府がどの程度人質事件に取り組んだのかを探ってみようと考えた。

12月は後藤夫人に身代金要求のメールがあったとされる3日以降、選挙戦に突入で連日選挙区回りに費やしており、外交関係が入り込む余地は全くと言って良いほどない。動きがあったとすれば選挙が終わった14日からとなる。

つまりここで怪しいのは16から19日の流れだろう。16日には手短ながら犯罪対策閣僚会議がある。そして外遊の準備はすべて事務方が取り仕切るであろう中、わざわざアブドラ国王に電話している部分は何らかの打診なりお願いなりが出たところかも知れない。25日の4者打ち合わせは何が議題だったのか興味深いが、この時期になると中東訪問の大枠確認ということもある。

そして新年早々のパリ新聞社襲撃事件だ。1月の日誌からの抜粋を見よう。

この時点での打ち合わせはほとんどがパリ事件を中心にテロ対策だったと推察される。例えば9日の打ち合わせで、2名の人質対策も議題になったかどうかだけでも解れば政府のスタンスは見える。

パリでの弔問デモ列席をサボってゴルフと揶揄された休養が10/11日。でもこれは外遊前の息抜きだから一概に非難はできない。しかしパリに行かない分、中東でアドバルーンを上げる魂胆が安倍にはあったということでもある。

どんなにやれることはやったと言っても、総理大臣の予定は多忙を極めるし、選挙も組閣もやる中で、実態として外務省に依存するのは当然だろう。従って指示を出したトップの行動を検証するのと並行して、外務省がどう動いていたのかも検証が必要ということになる。彼らもこの部分は「やばい」と感じているからこそ意地になってガードを堅め、省内は口塞ぎでフタされてしまっているかも知れないが、周辺の関係者･関係各国の取材を尽くせば、その全貌は露呈すると思う。

3月5日のテレビ朝日報道ステーションでは時系列で政府筋の動きを追跡する試みが行われ、そこで明らかになったことが4点。1.外務省から12月24日、後藤夫人に「政府はテロリストとは交渉しないし、身代金も出さない」と返事を伝えた。2.年明け9日のNSCでは「人質」の話題はなかった。3.安倍首相が中東訪問で2億ドル支援をぶち上げたのは後藤夫人が身代金額交渉をしている最中だった。4.イスラム国の人質ビデオがアップされた後、現地対策本部をヨルダンに3分で決めた理由は「トルコに頼むと身代金で話が終わるから」だった。ここに垣間見えるのは他人事で処理する態度ではないだろうか。

Tracing the record of PM’s daily activities before January 20 on the newspaper, I was tempted to examine how much attempt our Government tried to deal with the hostage problem.

In December, our PM had been completely occupied with the election that he strongly forced, which was after Mrs. Kenji Goto Jogo received an e-mail demanding the ransom on the 3^rd, and it appeared no foreign matters could be squeezed in. It may be most likely on the 14^th and afterward when the election ended.

New Year vacation from 28^th thru 4^th at Grand Hyatt.

The smoky area would be 16^th to 19^th here. Crime measure and foreign affairs one after another. Overseas visit details are all arranged by the staff side, and if PM wanted to speak with King Abdullah II in person, he must have had something special to discuss or to ask.

And then came the attack of Charlie Ebdou in the New Year.

I assume the major subject in this period was the measures against terrorism in relation with the attack in Paris. If only we manage to find out if the issue of 2 hostages* was a part of the discussion in 9^th meeting, it can indicate the actual stance of the Government toward the problem. [*Channel 5 news later revealed not a word of "hostage" was spoken in NSC meeting.]

The ridiculed golf play relaxation instead of taking part in the demonstration marching in Paris was 10^th, but it was not so blamable considering a short break before the foreign visits. On the other hand, in Abe’s mind, compensating his absence, he had to blow up a strong and more visible balloon in his journey.

Despite his speech that stressed he did everything he could, PM’s itinerary is always full, and he added the elections and the cabinet by himself, therefore the time was in pieces and he actually and logically depended on the FA ministry. The topics of 4 men meeting on 25^th are interesting, but they could be merely the framework of the forth-coming Middle-East visit.

The Government is surely aware that this is the most touchy spot, and they are now busy sealing all the mouths. If the media continues to collect the related information from outside the Government, the fact will reveal by itself.
